2016年，中国发布《全国科技兴海规划（2016年～2020年）》（以下简称《规划》），以深入实施创新驱动发展战略，充分发挥海洋科技在经济社会发展中的引领支撑作用，增强海洋资源可持续利用能力，推动海洋领域大众创业、万众创新，促进海洋经济提质增效。
《规划》设置了5方面重点任务。一是加快高新技术转化，打造海洋产业发展新引擎。推动海洋工程装备制造高端化，海洋生物医药与制品系列化，海水淡化与综合利用规模化，海洋可再生能源利用技术工程化，海洋新材料适用化，海洋渔业安全高效化，海洋服务业多元化。二是推动科技成果应用，培育生态文明建设新动力。强化海洋生态环境保护与治理、海岛保护与合理利用、基于生态系统的海洋综合管理、海洋环境保障服务、极地大洋和海洋维权执法等技术应用。三是构建协同发展模式，形成海洋科技服务新能力。构建创新成果源头供给网络，打造海洋产业集聚创新平台，强化以企业为主体的技术创新体系建设，全面提升科技兴海服务能力。四是加强国际合作交流，开拓开放共享发展新局面。加速海洋高新技术引进与融合，推动优势海洋产业走出去，加强联合研发平台建设和国际标准制定。五是创新管理机制体制，营造统筹协调发展新环境。加强组织领导，夯实协同推进机制；改进政策环境，提升创新服务水平；创新支持模式，增强多元投入力度；强化人才支撑，激发人才创新活力；深化军民融合，促进兼容同步发展。
In 2016, China released the “National Ocean Development Plan by Science and Technology (2016-2020)” (hereinafter referred to as the “Plan”), to deepen the implementation of innovation-driven development strategy, give full play to the leading role of marine science and technology in economic and social development, enhance the sustainable use of marine resources, and promote mass entrepreneurship and innovation in the marine sector, so as to promote the quality and efficiency of the marine economy.
The Plan has set five key tasks. The first is to accelerate the transformation of high technology and create a new engine for the development of the marine industry. Promote the high-end manufacturing of marine engineering equipment, the serialization of marine biomedicine and products, the scale of seawater desalination and comprehensive utilization, the engineering of marine renewable energy utilization technology, the application of new marine materials, the safety and efficiency of marine fisheries, and the diversification of marine service industry. The second is to promote the application of scientific and technological achievements and foster new impetus for the construction of ecological civilization. Strengthen the technical applications of marine ecological environment protection and governance, island protection and rational use, ecosystem-based integrated marine management, marine environmental security services, polar ocean and marine rights law enforcement, etc. The third is to build a coordinated development model and form a new capability of marine technology services. We will build a source of innovation supply chain, build an innovative platform for marine industry agglomeration, strengthen the construction of a technology innovation system with enterprises as the mainstay, and comprehensively enhance the service capacity of science and technology. The fourth is to strengthen international cooperation and exchanges, open up a new situation of open and shared development. Accelerate the introduction and integration of high-tech marine technology, promote the development of advantageous marine industries, and strengthen the construction of joint research and development platforms and the formulation of international standards. The fifth is to innovate the management mechanism and create a new environment for overall coordination and development. Strengthen organizational leadership, consolidate the synergy mechanism; improve the policy environment, enhance the level of innovative services; innovate support models, enhance diversified investment; strengthen talent support, stimulate talent innovation; deepen the integration of military and civilian towards compatible development.
