《“海洋合作与政策协调”国际研讨会论文集》(Maritime Cooperation and Policy Harmonisation: Exploring Safety & Security Cooperation in the South China Sea)(以下简称《论文集》)近日由美国Wells-Hein联合出版,这是2021年自然资源部海洋发展战略研究所经由Wells-Hein正式海外发行的第三部作品。
该论文集即将全文收录进入世界著名的HeinOnline数据库“法治中国”主题文献库(China Law & Society)。

Connected with the Pacific Ocean to the east and the Indian Ocean to the west, the South China Sea is a semi-closed sea extending from northeast to southwest, and is home to a number of important sea lanes. The South China Sea is a bridge of communication and a bond of peace, friendship, cooperation, and development between China and its neighbors. In November 2002, China and the ten ASEAN Member States signed the Declaration on Conduct of Parties in the South China Sea (DOC). In accordance with Paragraph 6 of DOC, the Parties concerned, pending a comprehensive and durable settlement of the disputes, may explore or undertake cooperative activities in terms of marine environmental protection, marine scientific research, the safety of navigation and communication at sea, search and rescue operation and combating transnational crime. Based on the areas of cooperation enumerated in Paragraph 6 of the DOC, the China Institute for Marine Affairs (CIMA) hosted an international workshop on Maritime Cooperation and Policy Harmonization: Exploring Safety & Security Cooperation in the South China Sea in Beijing from November 19 to 20, 2019, involving navigation safety, search and rescue operation and combating transnational crime. About 40 government officials, experts, and scholars from China, Malaysia, Singapore, Thailand, the Philippines, and other countries attended the meeting. This collection of papers is a great achievement of the conference.
The meeting was divided into three modules:
The first module was the South China Sea navigation and traffic safety, and speakers included Mr. Jesse Merrano Pascasio, Director of Strategic Planning and Communications of the Secretariat of the National Coast Guard Committee of the Office of the President of the Philippines, Prof. FENG Liang, Deputy Director, Collaborative Innovation Center of South China Sea Studies, Nanjing University, China, Ms. Jalila Binti Abdul Jalil, Executive Director of the Marine Law and Policy Research Center of the Malaysian Maritime Research Institute, Associate Researcher LIU Lin of the Academy of Military Sciences, China, and Dr. Swee Lean Collin Koh of the Institute of Defense and Strategic Studies of the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore, etc.
The second module was the South China Sea search and rescue, which included Prof. ZHANG Renping, Director of the International Maritime Convention Research Center of Dalian Maritime University, China, Associate Professor GONG Xiaohui of Luoyang Campus of the PLA Information Engineering University, and retired Capt. Martin Anandarajah Sebastian, Director of the Maritime Security and Diplomacy Research Center of the Malaysian Maritime Research Institute, senior researcher, etc.
The third module was combating transnational crime in the South China Sea, and the speakers included Associate Prof. LI Zhifei of Security at the Institute of Asia-Pacific and Global Strategy of the Chinese Academy of Social Sciences, Mr. Andrin Jerome Nevis Raj, Regional Director of the Security Research Center of the International Association of Counter-Terrorism and Security Experts, and Associate Prof. FAN Shouzheng of People’s Public Security University of China, etc.
With the joint efforts of experts from the MNR and Malaysia, the meeting also formed the Initiatives for Maritime Safety and Security in the South China Sea (Draft for discussion), which involves the importance of maritime security, the current situation of maritime security, the issues and challenges of navigation and measures to strengthen maritime security in the South China Sea. Experts from various countries had a pragmatic and constructive discussion on the INITIATIVES (Draft for discussion) and looked forward to the completion of the final draft.
China maintains that peace and stability in the South China Sea should be jointly upheld by China and ASEAN Member States. To realize peace, stability, prosperity, and development in the South China Sea region is the shared aspiration and responsibility of China and ASEAN Member States, and serves the common interests of all countries. The meeting was a good start for China and ASEAN countries’ Track Two exchanges and cooperation, with fruitful results. We hope that the outcome of the meeting will receive the attention and adoption of the relevant sea-related departments of China and ASEAN countries in communicating and coordinating policies, and further enhance mutual trust, understanding, and cooperation between China and ASEAN countries.

海洋合作与政策协调:南海安全合作的路径国际研讨会
2019年11月19~20日,由自然资源部海洋发展战略研究所主办的“海洋合作与政策协调:南海安全合作的路径国际研讨会”在北京召开。来自中国、马来西亚、新加坡、泰国、菲律宾等国的专家学者约40人参会,围绕南海航行安全、海上搜救、打击跨国犯罪等议题展开了深入研讨与交流,形成了《南海航行安全合作倡议》(讨论稿)。
会上,针对南海航行安全议题,发言嘉宾从中国、马来西亚、菲律宾、泰国、新加坡等国的视角阐述了南海航行安全的重要意义与现状,南海安全合作机制的主要特征、面临挑战、法律规范与框架等,对进一步维护南海航行安全提出了相关建议。在海上搜救方面,发言嘉宾就加强南海海上搜救区域合作、建立综合性区域救援协调中心、大规模救援的能力建设等内容分享了各自观点,并提出了相关建议。在打击跨国犯罪方面,发言嘉宾介绍了南海区域非传统安全现状、跨国犯罪现有解决机制与主要影响因素、海上恐怖威胁发展新态势、南海反恐警务合作实践与现实难题等内容,并对现有问题的解决提出思路与建议。
自然资源部海洋发展战略研究所相关负责人表示,本次研讨会的召开和《南海航行安全合作倡议》(讨论稿)的形成,有助于中国与东盟各国凝聚共识、携手合作,共同应对南海区域航行安全、海上搜救、打击跨国犯罪等方面的问题与挑战,促进南海地区和平、稳定发展。
据悉,本次国际研讨会是该研究所承担的2019年亚洲区域合作专项资金项目“南海海洋安全合作联合研究暨国际研讨会”的成果之一,会议形成的《南海航行安全合作倡议》(讨论稿),涉及南海海上安全的重要意义、南海海上安全的现状、南海航行安全的问题与挑战、加强南海海上安全的举措等内容。
