摘要
This book uncovers several institutions within China’s legal system which facilitate the leadership of Chinese Communist Party in Chapters One to Four. They are: the Party’s institutions of control over the legislative process; the use of the change-ofvenue system to break local networks; the centralization of anticorruption measures; Party control through grassroots organizations, and transforming arrangements to promote participatory governance during emergencies. These institutions cover the making, application, enforcement and community practice of law. They all have legal bases and function according to the rules set out in relevant laws.
